CULTURE POLICY AND MANAGEMENT

“Culture Policy and Management” was the theme of an international seminar held by the Ministry of Culture, Sport and Tourism in cooperation with Goethe Institute in Hanoi on December 15th and 16th 2011. Debate at the conference was focused on the concept of creative industries and its role in each country’s cultural development. The scholars stressed on the need to change people’s perception as well as concepts, from “funding” for culture to “investment” in culture. Obviously, funding for cultural activities and cultural promotion are intelligent forms of investment, which induce more benefits and sustainable development.

In the context that cultural investment largely comes from state budget, such contribution from the community is still limited. Until 2011, the total amount for this investment has accounted for approximately 1.8% of the total state budget. Therefore, the issue of cultural investment, policies and management were brought up on the agenda. Throughout the seminar, French, British and German scholars gave presentations on various aspects and analyzed key factors for success of the culture policy, which are good lessons for a current dynamic development in Vietnam.
